Ukraine Accuses China of Providing Satellite Intelligence for Russian Missile Strikes

Kyiv Alleges Chinese Satellite Aid to Russia

Oleh Alexandrov, an official with Ukraine's Foreign Intelligence Agency (SZRU), stated on October 4, 2025, that Kyiv possesses evidence indicating China is providing Russia with satellite intelligence. This data is allegedly being used by Moscow to target missile strikes within Ukraine, according to Alexandrov's comments to the state news agency Ukrinform.

Alexandrov asserted that there is 'high-level cooperation between Russia and China in conducting satellite reconnaissance of Ukraine's territory' aimed at identifying and further exploring strategic targets for attacks.

Targeting Strategic Objects and Foreign Investments

The Ukrainian official highlighted that some of the targets identified through this alleged Chinese satellite intelligence may belong to foreign investors. As an example, a U.S.-owned appliance factory (Flex Ltd.) in the western Zakarpattia region was reportedly struck by a Russian missile in August, injuring 15 people. Ukrainian President Volodymyr Zelenskyy had previously condemned such attacks, noting that foreign enterprises are increasingly becoming collateral damage in Russia's military actions.

Broader Context of China-Russia Cooperation

These accusations come amidst ongoing concerns regarding China's role in the conflict. President Zelenskyy had previously claimed in April that China was supplying Russia with weapons and gunpowder, and even manufacturing arms on Russian territory. Ukraine's Foreign Intelligence Service also reported that China has been supplying special chemicals, gunpowder, machine tools, and critical electronics for Russian drones to at least 20 Russian military factories, with approximately 80% of critical drone electronics originating from China by early 2025.

Despite these allegations, China officially maintains a stance of neutrality in Russia's war against Ukraine. However, Beijing has indirectly supported Moscow through continued trade and the provision of dual-use goods. During Russian President Vladimir Putin's last visit to China, he met with Chinese leader Xi Jinping, and the two nations signed over 20 cooperation deals in various sectors, with Putin lauding their relationship as having reached an 'unprecedented level.'

China's Denials

Chinese officials have consistently denied accusations of military support to Russia. China's Foreign Ministry Spokesperson Mao Ning has stated that China has never provided lethal weapons to either Russia or Ukraine and 'strictly controls' dual-use items. Another spokesperson, Guo Jiakun, firmly opposed 'groundless accusations and political manipulation' regarding China's involvement. The Chinese embassy in the United States has also disputed claims of aiding Russia's satellite and space-based capabilities for the war in Ukraine.
