CPC Political Bureau Convenes on 15th Five-Year Plan

The Political Bureau of the Communist Party of China Central Committee convened on September 29, 2025, to analyze proposals for the upcoming 15th Five-Year Plan for National Economic and Social Development (2026-2030). The crucial meeting, held in Beijing, was chaired by Xi Jinping, General Secretary of the CPC Central Committee. This session marks a significant step in formulating China's strategic blueprint for the next half-decade, which aims to guide the nation's economic and social development.

Roadmap to the Fourth Plenary Session

During the meeting, the Political Bureau reviewed a report summarizing opinions solicited from both within and outside the CPC regarding the proposals for the 15th Five-Year Plan. It was decided that this document would undergo revisions based on the discussions held and subsequently be submitted for deliberation at the fourth plenary session of the 20th CPC Central Committee. This key plenary session is scheduled to take place in Beijing from October 20 to 23, 2025, where it will assess the achievements of the current 14th Five-Year Plan and consider the proposed framework for the next plan. The final version of the 15th Five-Year Plan is anticipated to be officially released during the Two Sessions in March 2026, following its endorsement by the Party's plenary session.

Key Priorities and Strategic Directives

The Political Bureau meeting underscored several core principles and strategic directives for the 15th Five-Year Plan. Emphasis was placed on upholding the Party's overall leadership and adhering to a people-centered approach, with the goal of ensuring that the benefits of modernization are shared more equitably among all citizens. The plan is expected to prioritize high-quality development, fostering new quality productive forces tailored to local conditions, and comprehensively deepening reform while expanding high-level opening-up. Furthermore, the discussions highlighted the importance of promoting a better interplay between an efficient market and a well-functioning government, ensuring both development and security, and effectively preventing and defusing risks in key areas. Earlier preliminary studies by the National Development and Reform Commission in December 2023 and a symposium chaired by President Xi Jinping in April 2025 also pointed towards improving economic resilience, boosting technology and innovation capabilities, diversifying trade partners, and reducing reliance on critical material imports as central themes.

Public Engagement and Future Focus

In a move to incorporate broader perspectives, an online campaign was conducted from May 20 to June 20, 2025, which gathered over 3.11 million suggestions from the public. President Xi Jinping called for these valuable opinions and suggestions to be thoroughly studied and integrated into the 15th Five-Year Plan. The plan is also expected to address critical environmental goals, including implementing reforms of the Chinese energy market to better integrate wind and solar power, with the aim of reaching peak carbon emissions before 2030. The modernization of rural areas and ensuring national food security are also anticipated to be significant components of the upcoming plan.
