Monaco's Delegation Engages in Global Aviation Dialogue

The Principality of Monaco is a key participant in the 42nd Assembly of the International Civil Aviation Organization (ICAO), currently underway in Montréal, Canada. The triennial event, which runs from September 23 to October 3, 2025, gathers representatives from 193 member states to shape the future of international civil aviation.

Monaco's delegation is headed by Jean-Philippe Bertani, the Principality's Permanent Representative to ICAO, and Jérôme Journet, Director of Civil Aviation. Their participation underscores Monaco's commitment to global aviation standards and its proactive stance on critical industry issues.

Focus on Sustainable Aviation and Decarbonization

A central theme of this year's Assembly is sustainable aviation, with delegates exploring strategies to accelerate the industry's transition towards decarbonization. Monaco is actively contributing to these discussions, highlighting its pledge for carbon neutrality by 2050. The Principality is also investing in the future of air mobility through the development of electric vertical take-off and landing aircraft (eVTOLs), with certification anticipated before the end of the decade, and the deployment of Sustainable Aviation Fuels (SAF).

Discussions at the Assembly cover a broad spectrum of pressing global aviation issues, including improving safety and security, combating cybercrime, enhancing accessibility for passengers with disabilities, and advancing the climate resilience of the aviation sector.

Bilateral Engagements and International Cooperation

Beyond the plenary sessions, the Monegasque delegation is engaging in various bilateral talks. These discussions aim to foster international cooperation and facilitate the exchange of experiences and best practices among member states. Notably, Monaco has held bilateral talks with Singapore during the Assembly.

The ICAO Assembly serves as the organization's sovereign body, meeting at least once every three years to establish the worldwide policy for the upcoming triennium. It reviews the complete work program across technical, economic, legal, and technical cooperation fields. Elections for ICAO's 36-member Council, responsible for implementing policies and standards, are also on the agenda.

Monaco's Growing Influence in Aviation

Monaco's active role at the ICAO Assembly follows a historic visit in March 2025 by Nicolas Rallo, ICAO's Regional Director for the Europe-North Atlantic Region, marking the first such visit since Monaco joined ICAO in 1980. This visit underscored Monaco's increasing influence in the aviation sector, with discussions focusing on sustainable aviation, drone technology, and the Principality's potential as a pioneer in low-carbon emission air travel.
