Morocco Joins ICAO's Governing Body
Morocco has successfully secured a seat on the Council of the International Civil Aviation Organization (ICAO), a specialized agency of the United Nations. The election took place during the 42nd session of the ICAO Assembly, held in Montreal, Canada, from September 23 to October 3, 2025. This appointment grants Morocco a three-year term on the 36-member Council, which serves as the governing body of the global aviation organization.
Recognition of Aviation Leadership
The election is seen as a significant acknowledgment of Morocco's growing influence and commitment to international civil aviation. Souriya Otmani, the Moroccan ambassador to Canada, described the outcome as 'a brilliant election' that reflects the country's positive reputation and international credibility. Morocco has prioritized civil aviation, focusing on strengthening air safety, security, services, and sustainability in line with international standards. The country's delegation to the Assembly, led by Transport and Logistics Minister Abdessamad Kayouh, engaged in numerous bilateral meetings to garner support for its candidacy.
Strategic Vision for Global Aviation
Morocco's presence on the ICAO Council underscores its ambition to play an active and constructive role in global civil aviation governance, particularly in advocating for African priorities. The nation's civil aviation strategy includes reforms aimed at boosting competitiveness and investment. Morocco has notably signed over 100 air agreements, including 'Open Sky' deals with the United States and the European Union, and is a member of the Single African Air Transport Market. These efforts have contributed to Morocco being recognized as Africa's top tourist destination, with significant air passenger numbers. Furthermore, Morocco was awarded the ICAO Council President's Certificate for the first time, recognizing reforms undertaken under the guidance of King Mohammed VI to elevate civil aviation as a driver for national development.
The ICAO Council's Mandate
The ICAO Council is a permanent body responsible to the Assembly, tasked with legislative and executive functions for the organization. Its 36 members are elected every three years across three categories: States of chief importance in air transport (Part I), States making the largest contribution to the provision of facilities for international civil air navigation (Part II), and States ensuring geographic representation (Part III). Morocco was elected under Part III, with the elections for this category concluding on September 30, 2025. This position allows Morocco to contribute directly to the development and implementation of global aviation strategies, technical standards, and capacity-building initiatives aimed at enhancing the safety, sustainability, and inclusivity of air services worldwide.

Morocco's drive for 'Open Sky' agreements and tourism growth is evident in this ICAO recognition. Still, balancing these ambitions with the sustainability goals and local carrier protection outlined by ICAO will require very careful navigation and strategic planning.

Great to see Morocco getting a seat at the table. This strengthens African voices in global aviation.

Is Morocco truly a leader, or just good at lobbying? Skeptical of the real impact.

Another bureaucratic appointment. Let's see actual improvements before celebrating.

Securing a seat on the ICAO Council is certainly an achievement, acknowledging Morocco's efforts in aviation reforms. Yet, the impact of such positions often depends heavily on consistent political will and resource allocation, which can fluctuate over time.
