The Saudi Ministry of Culture and the Royal Commission for AlUla (RCU) officially signed a Memorandum of Understanding (MoU) on September 30, 2025, during the Cultural Investment Conference held in Riyadh. The agreement signifies a pivotal step towards strengthening collaboration in culture, heritage, and sustainable development across the Kingdom. The MoU was formally signed by Vice Minister of Culture Hamed Fayez and RCU CEO Abeer AlAkel.
AlUla: A Global Cultural Destination Under Vision 2030
This partnership is designed to advance the cultural ambitions of Saudi Vision 2030, aiming to position AlUla as a premier global cultural destination. Officials describe AlUla as an 'open-air museum' that seamlessly blends natural landscapes with thousands of years of history. The region is renowned for its rich history, natural beauty, and significant archaeological sites, including Hegra (Madâin Sâlih), which is the first UNESCO World Heritage property inscribed in Saudi Arabia. The collaboration seeks to enhance the presence of Saudi cultural identity within AlUla and integrate national and global expertise to stimulate a knowledge-based economy and broaden opportunities for cultural entrepreneurs.

Background and Previous Collaborations
The Ministry of Culture, established in June 2018, is responsible for developing and regulating the cultural sector in Saudi Arabia, empowering the cultural scene, and preserving the Kingdom's identity. The Royal Commission for AlUla (RCU) was established earlier, in July 2017, with a mandate to preserve and develop AlUla's natural and cultural heritage, transforming it into a global destination for cultural and eco-tourism. Both organizations have a history of successful collaboration, including initiatives such as the Wadi AlFann Dialogue, the AlUla Future Culture Summit, and the 2023 AlUla World Archaeology Summit. This new MoU builds upon these prior efforts, further solidifying their shared commitment to the Kingdom's cultural future.
