Strategic Partnership for German Public Sector

SAP SE and OpenAI today announced the launch of 'OpenAI for Germany,' a significant partnership aimed at bringing advanced artificial intelligence capabilities to Germany's public sector. The collaboration, which also involves Microsoft as a technology provider, is planned for launch in 2026 and seeks to combine SAP's extensive enterprise application expertise with OpenAI's leading AI technology.

The initiative's core objective is to enable millions of public sector employees across German governments, administrations, and research institutions to utilize AI safely and responsibly. A key focus is ensuring adherence to strict data sovereignty, security, and legal standards.

Sovereignty and Secure Cloud Infrastructure

To guarantee data sovereignty and robust security, 'OpenAI for Germany' will be supported by SAP's subsidiary Delos Cloud, which operates on Microsoft Azure technology. This infrastructure is designed to ensure that AI solutions are 'built in Germany, for Germany,' as stated by Christian Klein, CEO of SAP SE.

Klein emphasized the value of applied AI, stating, 'Applied AI is what truly creates value. As a Business AI company with decades of experience serving public sector organizations, we believe OpenAI for Germany represents a huge step forward.' Sam Altman, CEO of OpenAI, highlighted Germany's pioneering role in technology and expressed commitment to extending AI's potential to the public sector 'in line with German values of trust and safety.' Satya Nadella, Chairman and CEO of Microsoft, affirmed that Azure will power the initiative, ensuring AI deployment 'with the highest standards of sovereignty, data privacy, regulatory compliance, and operational resilience.'

Enhancing Public Services and Efficiency

The partnership aims to significantly enhance the daily work of public sector employees by integrating AI agents directly into existing workflows. This will facilitate the automation and improvement of various processes, including records management and administrative data analysis. The goal is to allow employees to 'spend more time on people, not paperwork.' Additionally, the collaboration will serve as a cornerstone for developing customized public sector applications tailored to specific needs.

To support these ambitious AI workloads, SAP plans a substantial expansion of the Delos Cloud infrastructure in Germany, including the acquisition of up to 4,000 GPUs.

Alignment with National AI Ambitions

The 'OpenAI for Germany' initiative directly supports Germany's national AI ambitions and its High-Tech Agenda. The German Federal Government targets AI-driven value creation of up to 10% of GDP by 2030. This partnership is also part of the broader 'Made for Germany' initiative, which has garnered over €631 billion in investments from 61 leading companies and global investors, including SAP. SAP has also recently committed more than €20 billion to strengthen Germany's digital sovereignty.
