Putin Calls for Veteran Leadership
Russian President Vladimir Putin stated on Thursday, September 18, 2025, that veterans of the ongoing conflict in Ukraine should constitute the foundation of Russia's next generation of political leadership. Speaking at a meeting with parliamentary faction leaders, Putin underscored the importance of promoting individuals who have demonstrated their commitment to the Motherland through military service. 'We must search for, find, and put forward people who are fearless in serving the Motherland and who have been willing to risk their health and even their lives,' Putin said, adding, 'Such people should be promoted to leadership positions. They will be our successors.'
The 'Time of Heroes' Program
This directive builds upon existing initiatives, most notably the 'Time of Heroes' (Время Героев, Vremya Geroyev) program, which Putin announced in February 2024. The program, a Higher School of Public Administration, is designed to fast-track Ukraine war veterans into government and public service roles. Its stated aim is to cultivate a 'new elite' of patriotic workers and soldiers, providing them with opportunities for higher education and civilian specializations. The Kremlin views this as a strategic move to replace older oligarchic elites with a generation deemed more loyal and aligned with national objectives.
Integration into Government Roles
The 'Time of Heroes' program has already seen participants appointed to various governmental positions. In September 2024, Artur Orlov, a program participant, was appointed chair of the 'Movement of the First.' This was followed by Artyom Zhoga's appointment as a presidential envoy and to the Security Council in October 2024, and Yevgeny Pervyshov's role as Acting Governor of Tambov oblast in November 2024. Recent regional elections also saw significant veteran participation, with 1,616 military veterans running as candidates, and 830 of those nominated by the ruling United Russia party securing office. Plans are reportedly underway to integrate approximately 100 Ukraine War veterans into the 450-member State Duma by the 2026 parliamentary elections.
Strategic Motivations and Societal Impact
The push for veteran leadership is seen as a multi-faceted strategy. It aims to incentivize military enlistment by presenting service in the Ukraine conflict as a direct pathway to career advancement and prominent government positions. Furthermore, it is intended to create a loyal political class supportive of Russia's geopolitical ambitions. The initiative also addresses concerns within the Kremlin regarding the potential for social instability and rising crime rates associated with large numbers of returning veterans, by integrating them into the state apparatus. Putin noted that over 700,000 Russian soldiers are currently deployed in the combat zone in Ukraine, emphasizing that victory in Ukraine remains a 'key task' for Russia. Beyond political integration, the government has also focused on social support for injured military personnel and their families, including educational benefits for widows of fallen soldiers.
