EU Strengthens Ties with India Through New Strategic Agenda
Brussels, Belgium – The European Union officially unveiled a comprehensive 'New Strategic EU-India Agenda' on Wednesday, September 17, 2025, in Brussels. This roadmap is designed to elevate the bilateral relationship between the EU and India, focusing on enhanced cooperation in critical areas such as trade, technology, and defence. The initiative, announced by European Commission President Ursula von der Leyen and EU High Representative Kaja Kallas, signals a concerted effort to deepen, broaden, and better coordinate bilateral engagement, aiming to bolster prosperity and security for both partners and address global challenges.
Pillars of Enhanced Cooperation
The newly unveiled strategic agenda identifies five key areas of shared interest and complementary strengths. These include:
- Trade and Investment: The EU, already India's largest trading partner, is committed to finalizing a Free Trade Agreement (FTA) by the end of the year. This agreement is anticipated to be the largest of its kind globally.
- Technology and Innovation: The roadmap emphasizes reinforcing supply chains, promoting critical emerging technologies, and engaging on digital issues. Proposals include a potential EU-India Startup partnership and inviting India to associate with the Horizon Europe programme.
- Security and Defence: A proposed EU-India Security and Defence Partnership aims to institutionalize regular strategic consultations, joint initiatives on crisis management, maritime security, cyber defence, and counter-terrorism. Negotiations for a Security of Information Agreement are also underway to facilitate the secure exchange of classified data.
- Connectivity and Global Issues: The strategy highlights strengthening regional connectivity initiatives, such as the India-Middle East-Europe Economic Corridor (IMEC), and advancing the Global Gateway and EU-India trilateral cooperation.
- Sustainability and Climate Action: Cooperation on climate change policies, reducing greenhouse gas emissions, and increasing climate change resilience are central to the agenda.
Addressing Challenges and Future Outlook
Despite the ambitious scope of the roadmap, EU officials have acknowledged certain challenges. EU High Representative Kaja Kallas noted that India's continued purchase of discounted Russian oil and its participation in Russian military exercises present 'obstacles' to closer ties. She stated, 'Ultimately, our partnership is not only about trade but also about defending the rules-based international order.' These issues are expected to be addressed through ongoing negotiations. The 'New Strategic EU-India Agenda' requires ratification by all 27 EU member states and is slated for formal adoption at an upcoming India-EU Summit, expected in early 2026. European Commission President Ursula von der Leyen underscored the significance of the timing, stating, 'Now is the time to double down on partnerships rooted in shared interests and guided by common values. With our new EU-India strategy, we are taking our relationship to the next level.'
