EU Unveils New Strategic Agenda for India

The European Union has formally called for closer ties with India, outlining a comprehensive 'New Strategic EU-India Agenda' aimed at deepening cooperation across various sectors. Russia Links Pose 'Obstacles' to Deeper Cooperation

Despite the push for enhanced cooperation, EU officials have been vocal about the challenges posed by India's relationship with Russia. Kaja Kallas explicitly stated that India's 'participation in Russia's military exercises and its purchase of Russian oil stand in the way of closer ties.' She further questioned India's involvement in such drills, particularly the recent Zapad military exercises conducted by Russia and Belarus near NATO borders, calling them 'an existential threat to us.'

India has historically maintained strong defense and energy ties with Russia, becoming a major buyer of discounted Russian oil following the conflict in Ukraine. While acknowledging these 'clear areas of disagreement,' Kallas stressed the importance of engaging India to prevent it from aligning further with rivals, noting that the EU does not expect India to 'completely decouple' from Russia.

Areas of Strategic Cooperation and Future Outlook

The new strategic agenda outlines ambitious goals for cooperation, including:

  • Advancing a Free Trade Agreement (FTA), with negotiations in their final stages and a target conclusion by the end of 2024 or 2025.
  • Establishing an EU-India Security and Defence Partnership, encompassing maritime security, cyber defense, crisis management, and counterterrorism.
  • Fostering defense industrial collaboration, focusing on boosting production, technological capabilities, and securing supply chains.
  • Expanding cooperation in green energy, technology, digital trade, and sustainability.
  • Launching negotiations for a Security of Information Agreement to facilitate the exchange of classified information.

The EU's outreach aims to offer alternatives in defense and energy, potentially moderating India's reliance on Russia. Both sides are working towards a joint roadmap to be adopted at the EU-India Summit in early 2026, signaling a long-term commitment to navigating these complex geopolitical dynamics. This strategic pivot by the EU also comes amidst pressure from the United States, with President Donald Trump having urged the EU to impose tariffs on India over its Russian oil purchases.
