The Kanto region faced a deluge of rain that led the Japan Meteorological Agency to declare a record-breaking rainfall event affecting Tokyo and the Kanagawa Prefecture. On Thursday, an inflow of moist air interacting with a weather front resulted in particularly intense rainfall, with Setagaya Ward recording an unprecedented 92 millimeters in just one hour, while Ota Ward saw 88.5 millimeters.
The heavy rain caused rivers in both Setagaya and Shinagawa Wards to overflow, prompting the Shinagawa municipal government to issue a maximum alert for residents. Approximately 5,000 households were urged to take immediate action to secure their safety as the floodwaters rose. One distressed resident, an 85-year-old woman from Shinagawa Ward, described her experience of her house being inundated with water reaching around 20 centimeters deep, expressing her fear as the water continued to surge indoors.
