India and Canada Restore Diplomatic Ties After Assassination Dispute

Following a ten-month period of strained relations, India and Canada have re-established diplomatic ties by appointing new high commissioners to their respective capitals. This resolution comes after both nations expelled their top envoys due to allegations surrounding a political assassination.

Canada's Foreign Affairs Minister, Anita Anand, announced the appointment of Christopher Cooter as Canada's new high commissioner to India. Simultaneously, India's foreign ministry confirmed that Dinesh Patnaik, currently serving as India's envoy to Spain, will soon assume the role in Ottawa.

The diplomatic breakdown began in June 2023, triggered by Canadian police accusations of Indian involvement in the assassination of Hardeep Singh Nijjar, a 45-year-old Sikh activist. Nijjar, a Canadian citizen born in India, was fatally shot near Vancouver. He was a leader in the Sikh community and a vocal advocate for a separate Sikh homeland. Four Indian nationals residing in Canada have been charged in connection with his murder.

Canadian authorities have indicated they possess evidence of a wider campaign against Canadian citizens orchestrated by Indian government agents. Former Prime Minister Justin Trudeau alleged that Indian diplomats shared information about Canadians with New Delhi, which was then allegedly disseminated to organized crime groups for targeting individuals. India has refuted these claims as unfounded.

Canada's concerns are echoed by the United States, where the Justice Department filed charges last year against an Indian government official regarding an alleged plot to assassinate a Sikh separatist leader in New York City.

Tensions began to subside in June of this year when Canadian Prime Minister Mark Carney extended an invitation to Indian Prime Minister Narendra Modi to attend the G7 summit in Alberta. During this meeting, the two leaders agreed to reinstate ambassador-level representation.

India has consistently accused Canada of harboring supporters of the Khalistan movement, which advocates for an independent Sikh state. While the movement is outlawed in India, it maintains influence within the Sikh diaspora, particularly in Canada, where Sikhs constitute approximately two percent of the population.

Christopher Cooter, the newly appointed head of Canada's mission in New Delhi, brings 35 years of diplomatic experience to the role, including previous postings in Israel, South Africa, and India.
