The administration has recently focused on cities that limit cooperation with federal immigration agents, including legal actions against "sanctuary" jurisdictions.

The President has also emphasized combating crime in major cities, starting with an initiative in Washington, D.C. Earlier this month, the President federalized the District of Columbia's Metropolitan Police Department and deployed the National Guard to assist law enforcement. The deployment of the National Guard in Los Angeles during protests over immigration raids led to a lawsuit from California's governor.

When asked about the potential presence of National Guard troops in Chicago alongside immigration enforcement, Noem deferred to the President's decision. Sources indicated that the immigration enforcement plans were separate from the President's earlier consideration of deploying the National Guard to Chicago to address crime.

Illinois Governor J.B. Pritzker has criticized the administration's approach to crime in Chicago, accusing Noem of creating unnecessary disruption with an immigration enforcement stance he considers dangerous. Pritzker emphasized that many residents are law-abiding members of the community and questioned the rationale behind their arrests. He also stated that Chicago is making progress in fighting violent crime and that the administration's lack of coordination could cause problems.

Noem countered by suggesting that the governor should seek assistance from the President. She also encouraged leaders of major U.S. cities to collaborate with the White House to improve safety. Pritzker noted that his administration already works with federal law enforcement agencies.
