Kyiv's recent offensive, targeting deep within Russian territory, poses a significant threat to Moscow's economy. Over the past few days, Ukraine has launched strikes against at least ten plants located deep inside Russia. These attacks have resulted in the destruction of approximately 17% of Russia's oil refining capacity, equating to roughly 1.1 million barrels per day, according to a Reuters assessment.
Multiple reports indicate that the Russian economy is vulnerable to these attacks on its oil infrastructure. Oil production constitutes a substantial portion of Russia's economic output. Retired U.S. Army General Ben Hodges, a former commander of the U.S. Army Europe with expertise on the Russia-Ukraine conflict, believes Russia is facing serious economic challenges. He stated that Russia lacks the air defense capabilities to adequately protect all of its critical infrastructure.
Ukraine has demonstrated its capacity to strike targets up to 600 miles within Russian territory. However, General Hodges cautioned that the offensive's success hinges on maintaining its momentum. He noted that repairs are often completed after each strike, emphasizing the need for a sustained barrage of attacks to effectively cripple Russia's oil refining capacity. Hodges stressed the importance of Ukraine continuing to strike "as much and as fast as possible" to achieve a strategic impact and counteract Russia's advances in the ongoing war, which has entered its third year with no resolution in sight.
The retired general also suggested that Ukraine's allies, including the United Kingdom, Germany, and Norway, should provide additional aid to Kyiv to "accelerate production" during the offensive. This offensive campaign follows meetings between U.S. President Donald Trump and the leaders of both Ukraine and Russia, which were part of efforts to mediate peace talks. These meetings occurred after the U.S. president extended the deadline he had set for both leaders to reach an agreement.
