The National Health Commission (NHC) investigated a doctor, Xiao, and Dong, resulting in severe consequences for multiple individuals and institutions. The investigation revealed shortcomings in medical quality, safety management, and ethical standards at the China-Japan Friendship Hospital.
The probe began with allegations of Xiao's infidelity and professional misconduct. It uncovered an improper relationship with Dong and others. A staff member at Peking Union Medical College (PUMC) failed to detect Dong's forged transcript. PUMC, Peking Union Medical College Hospital, and the Cancer Hospital of the Chinese Academy of Medical Sciences had lax paper publication management.
Xiao's medical license was revoked. Dong's academic records were falsified, and her qualifications were annulled. No violations were found in other "4+4" program admissions. Dong's aunt, Ban, facilitated the transcript forgery and was penalized. Other individuals received disciplinary actions, including admonitions and warnings.
The China-Japan Friendship Hospital, PUMC, Peking Union Medical College Hospital, and USTB were ordered to self-criticize and implement corrections. The NHC and Ministry of Education instructed PUMC to rectify issues in the "4+4" program.
