HS2 Faces Criticism for Spending £61 Million on Diversity Initiatives

HS2 has encountered significant backlash for its recent allocation of £61 million towards diverse suppliers, with critics deeming these expenditures as self-indulgent. According to a report highlighting issues of equality, diversity, and inclusion (EDI), a notable portion of funds has been channeled towards resources from suppliers owned by diverse groups. Diversity officials noted their success in surpassing employment targets for ethnic minorities and engaging in initiatives that promote mental health and racial equality.

Joanna Davinson, a board member at HS2 overseeing diversity efforts, articulated that EDI principles fundamentally influence the organization's approach to building and leading the railway system. The report indicates that the £61 million investment in diverse-owned businesses represents an increase from £44 million the previous year, primarily benefiting companies led by women and ethnic minorities.

The report defines minority-owned businesses as those in which women, ethnic minorities, LGBT individuals, or disabled persons hold over 50% of the leadership roles or ownership. The findings suggest that HS2 embeds EDI values across its supply chain to cultivate safe and inclusive work environments. However, Shadow Transport Minister Jerome Mayhew has strongly condemned HS2 for what he perceives as an overemphasis on "HR schemes and vanity projects," urging the organization to redirect its focus towards effective cost management and timely project delivery. Mayhew reiterated the necessity for transparency regarding railway completion timelines and associated pricing, emphasizing that taxpayer funds should prioritize essential railway construction.

With existing budgetary constraints, Mayhew argued that HS2 must ensure all expenditures contribute to tangible delivery outcomes. The National Audit Office has reported that the total cost to finalize the entire HS2 network could range between £72 billion and £98 billion, a stark contrast to the original 2010 estimate of £30 billion. In response to these criticisms, a spokesman for HS2 Ltd asserted the company's strong commitment to fulfilling its legal obligations under the Equality Act and stated that they have set rigorous standards for the businesses involved in their supply chain.

HS2 Ltd also expressed pride in its inclusive recruitment approach, highlighting a workforce of 33,000 personnel, with representation of women and ethnic minorities surpassing industry benchmarks. Furthermore, the organization pointed to its creation of over 1,800 apprenticeships and the training of more than 5,000 unemployed individuals, equipping them for roles within the UK's evolving railway infrastructure. Across its numerous construction sites, HS2 aims to foster a secure and supportive workplace, enabling every employee to be their authentic selves.
