Reports suggest that Rachel Reeves, the Chancellor, is considering new tax measures to address a significant budget shortfall of £20 billion. One potential strategy involves extending the freeze on income tax thresholds. This approach, known as fiscal drag, would push individuals into higher tax brackets as their wages increase, effectively increasing tax revenue without explicitly raising tax rates.

The current freeze on personal tax thresholds, initially implemented by the Conservative government in 2021, is scheduled to remain in place until April 2028. However, sources indicate that Reeves may announce an extension of this deadline in her upcoming Autumn Budget. Such a move could generate approximately £7 billion annually if maintained until 2030. Fiscal drag is already projected to generate an additional £51 billion in tax revenue annually by the end of the decade, with an estimated 4.1 million more people paying higher tax rates by 2027-28. Another option, a potential raid on pensions, is reportedly less favored within the Treasury.

The Chancellor has not yet finalized her plans for raising funds. The final decision will likely depend on the official assessment of the budget shortfall by the Office for Budget Responsibility (OBR). A Treasury spokesperson emphasized the government's focus on economic growth as the primary means of strengthening public finances. They also highlighted alternative strategies, such as planning reforms, which are expected to boost the economy and reduce borrowing. The government remains committed to keeping taxes for working people as low as possible.
