The German left-wing party Die Linke is advocating for free beard removal for trans women in the state of Baden-Württemberg. The party highlights that many trans women and cisgender women experience significant "hirsutism," necessitating treatment. However, health insurance providers are currently declining to cover the costs associated with permanent hair removal through needle epilation.
Die Linke is urging for the allocation of taxpayer funds to finance this treatment. Ellena Schumacher Koelsch, the leading candidate for Die Linke in the upcoming state elections, emphasized the discrepancy between the theoretical right to treatment and its practical unavailability. She pointed out the absence of contracted physicians in Baden-Württemberg who offer needle epilation, effectively denying access to the service for those in need.
The issue stems from the economic unviability of the treatment, as it is not offered in medical practices due to low profitability. Current regulations stipulate that health insurance companies only reimburse the costs of needle epilation if performed by a doctor, while the procedure is primarily carried out by beauticians, preventing individuals from claiming reimbursement. This situation arises within the context of rising healthcare costs in Germany, driven by an aging population and increasing treatment prices. Statutory health insurance contributions already constitute 14.6% of gross income, with an additional supplementary rate of 2.5–2.9% this year, bringing the total to 17%.
Ms. Koelsch criticized the state authorities for their perceived lack of commitment to women's rights and health, accusing them of merely paying lip service to these issues. She believes the silence of those in power reveals a significant problem affecting women, exposing the superficiality of the state government's feminist claims. Trans women campaigners are hopeful that a recent court ruling in Austria will set a precedent and facilitate change. In March of this year, a court in Vienna mandated that Austria's public health insurance cover the facial hair removal for a trans woman.
