A video grab from Russian television on March 1, 2018, shows the launch of what President Vladimir Putin identified as Russia's new nuclear-powered intercontinental cruise missile.
The Burevestnik nuclear-powered cruise missile has recently gained renewed attention due to media speculation about potential new tests. A Chinese expert suggested that the unique missile, a world-first, might be undergoing trials to address previous technical difficulties. This could also serve as a form of deterrence amid the ongoing Russia-Ukraine conflict, with reports indicating the timing coincides with upcoming discussions in Alaska.
A Norwegian media outlet reported that a test of the Burevestnik could be imminent, citing a Notice to Airmen issued by Russian aviation authorities. Preparations have been underway for weeks at the Pankovo launch site on Novaya Zemlya in the Russian Arctic. The outlet has been monitoring ship movements, satellite imagery, and online flight and vessel-tracking services.
A US media outlet reported that a US Air Force aircraft designed to track nuclear testing flew near Russian nuclear bases in the northwest of the country. Analysts suggest this could indicate that Russia may soon conduct tests of the 9M730 Burevestnik nuclear-powered cruise missile at a launch site on Novaya Zemlya, an area with a history of nuclear testing.
The Burevestnik, meaning "storm petrel," is a ground-launched, low-flying cruise missile capable of carrying a nuclear warhead and powered by nuclear energy. Putin first revealed the project in March 2018, stating that the missile had been successfully tested. Its nuclear propulsion provides a significantly longer range compared to traditional engines.
According to a specialist Russian military journal, the Burevestnik could have a range of up to 20,000 kilometers, enabling it to strike targets in the US from anywhere in Russia. The missile's low altitude, between 50-100 meters, would make it difficult for air-defense radar to detect.
A Chinese military affairs expert stated that the Burevestnik is a unique weapon, utilizing nuclear power for propulsion, which grants it almost unlimited range. If successfully developed, it could alter the global strategic nuclear landscape. The development of the missile's nuclear propulsion unit has presented significant technical challenges, including test failures.
Speculation about upcoming tests of the Burevestnik emerged just before talks in Alaska regarding the Ukraine issue. It is possible that Russia is using the Burevestnik to deter the US and European countries regarding the Ukraine issue. Russia may be seeking to demonstrate its advanced weapons systems to strengthen its position during negotiations.
