In anticipation of today's discussions between Prime Minister Shigeru Ishiba of Japan and President Lee Jae Myung of South Korea in Tokyo, both governments have been laying the groundwork for establishing dialogues focused on critical issues such as declining birthrates and aging populations. This initiative is intended to bolster bilateral relations via practical policies that impact the everyday lives of people in both countries, resonating with Lee's vision of "practical diplomacy."
South Korea's total fertility rate in 2024 dropped to a historic low of 0.75, while Japan's stands at 1.15. Conversely, Japan has a higher percentage of elderly citizens at 29%, compared to South Korea's 20%.
The aim is not only to continue these crucial dialogues but also to explore the possibility of establishing a new cooperative framework between the two countries. Current discussions on this topic already involve regular conferences between Japan, China, and South Korea, focusing on measures against declining birthrates and aging populations. The dialogues are expected to bring together experts to address various social challenges, including those emphasized by Ishiba, such as regional revitalization and improving workplace conditions for women.
Both leaders are also likely to reaffirm their commitment to fostering private exchanges. With plans to double the opportunities for young people in each country to acquire a working holiday visa, there is an aspiration to broaden these exchanges beyond mere tourist visits into more extended experiences that facilitate deeper cultural immersion and understanding.
