European countries are discussing the potential deployment of military assets to deter future Russian aggression, but the Kremlin has refused to consider peace deals involving NATO troops within Ukraine.
The attacks represent a significant escalation in the conflict, occurring during a renewed US-led effort to reach a peace settlement. Ukrainian and European leaders have accused President Putin of hindering ongoing peace efforts, including Ukraine's proposal of a ceasefire and President Zelenskyy's offer to meet with the Russian leader.
