A senior member of the Conservative party has suggested that the Notting Hill Carnival consider introducing a ticketing system in the future. This recommendation follows her warnings that the event has come dangerously close to experiencing a massive crowd crush reminiscent of the Hillsborough disaster in 1989. Susan Hall AM, who previously ran against Sir Sadiq Khan for the mayoralty, pointed out in a report that the carnival's recent crowd size has raised alarming safety concerns, echoing sentiments expressed by the current Mayor of London. During a recent London Assembly meeting, he acknowledged feeling fear after viewing images of the overflowing crowds at the festival.
In addition to crowd safety, Hall raised alarms over increasing violence associated with the carnival, where over 60 police officers sustained injuries last year, and deadly knife attacks were reported, including the tragic incident involving 32-year-old Cher Maximen, who was stabbed while with her young daughter. The police made significant interventions, resulting in over 330 arrests and the recovery of three firearms at the carnival. A spokesperson for the Mayor affirmed that while attending the carnival is community-run, they are collaborating with various agencies to maintain safety during this culturally significant event.
Officials from Notting Hill Carnival Ltd reiterated their commitment as a community-centered event and extended an invitation for Susan Hall to observe their operations during this year's celebration, slated for the weekend of August 24. Earlier this year, the London Assembly noted ongoing concerns raised by the Metropolitan Police Service regarding the risk of a mass casualty situation during the carnival and called for a thorough evaluation of crowd management strategies.
The Metropolitan Police Federation, representing 30,000 officers, released a detailed report capturing the sentiments of those policing the event. Deputy General Secretary Simon Hill emphasized the need for concrete evidence to understand officers’ perspectives regarding their safety and enjoyment of policing the Notting Hill Carnival, given the persistent reports of assaults and the extreme ramifications on their well-being from long hours worked during the festivities. Their concerns reflect a unique intersection of crowd size and crime incidents that make the Notting Hill Carnival particularly challenging compared to other large events in London.

Catching a crowd crush doesn’t mean we need a ticketing system. Better management, not barriers, is the answer!

This proposal misunderstands the true spirit of the carnival. It’s about community and celebration, not control.

Let’s take the necessary steps to keep our community safe! An organized ticketing system can prevent overcrowding.

Ticketing won't solve the safety issues; it will only exclude those who can't afford it. Everyone deserves to enjoy the carnival.

Why not increase police presence instead of introducing tickets? It's about safety, not revenue generation!
