Newsom's actions are a response to the redistricting efforts of other states. He and other Democratic leaders had previously warned that they would retaliate if Texas proceeded with its redistricting plan. Texas Democrats had left the state to prevent Republicans from passing a new congressional map.

In a letter to Trump, Newsom expressed a preference for independent commissions to handle congressional map-making.
