On Monday, U.S. President Donald Trump initiated actions to federalize Washington, D.C., citing the need to combat crime, even as city leaders presented data indicating a decrease in violence. He assumed control of the police department and deployed the National Guard. These actions were taken under legal and constitutional authorities that grant the federal government greater influence over the nation's capital compared to other cities.
The District of Columbia was established by the Constitution to serve as the federal seat of power, under the jurisdiction of Congress rather than any state. While the Home Rule Act granted greater local control, the president retains the authority to deploy the National Guard in Washington. This power was previously exercised during the Black Lives Matter protests in 2020 and again on January 6, 2021, when supporters of Trump breached the Capitol.
Trump's actions in Washington coincide with ongoing legal disputes regarding his deployment of the National Guard in Los Angeles, a city led by Democrats, despite the objections of Governor Gavin Newsom. His authority in Los Angeles is less clear, but an appeals court has thus far declined to intervene. A trial commenced to determine whether the deployment violated federal law.
Section 740 of the Home Rule Act allows the president to take control of Washington's Metropolitan Police Department for up to 48 hours, with potential extensions to 30 days, during emergencies. No previous president had exercised this power. Trump referenced recent high-profile incidents, including the killing of a congressional intern and the assault of a staffer during an attempted carjacking, as justification.
The Democratic mayor of D.C., Muriel Bowser, characterized the takeover as unprecedented. She noted that overall violent crime in Washington has decreased to a 30-year low, following a rise in 2023. Carjackings, for example, have decreased significantly. However, the Trump administration has raised concerns regarding the extent of punishments for the juveniles involved in these incidents.
The duration and specific implications of the takeover remained unclear. The actions could potentially face legal challenges. Congress retains authority over matters such as the budget and laws passed by the city council. Expanding federal power in the district would require repealing the Home Rule Act, a move that would likely face significant opposition from Democrats.
The Home Rule Act is specific to D.C. and does not affect other communities. Monica Hopkins, executive director of the ACLU of Washington, suggested that Trump's actions in Washington could be a precursor to similar tactics in other cities.

This is just another attempt to intimidate local leadership and suppress dissent. It should be condemned!

The National Guard should not be used as a political tool. This isn't what they are meant for!

It’s time for the federal government to take a stand where local governments are failing. Good for Trump!

If D.C. is facing rising violence, the president must act decisively—even if some don’t like it.

This intervention can set a precedent for other cities struggling with violence. Why wait until it’s too late?

Trump's actions in D.C. are nothing more than a blatant power grab. Local leaders should have control over their own city!
