EU Considers Sanctions on Israel's Research Funding Over Gaza Crisis

The European Commission has put forward a proposal to partially restrict Israel's involvement in the Horizon Europe science research program, valued at $107 billion. This action comes amidst increasing pressure from EU member states regarding the humanitarian crisis in Gaza.

Several EU member states recently accused Israel of not fulfilling its obligations concerning aid deliveries to Gaza and urged the European Commission to take specific measures in response. Global criticism of Israel's military actions in Gaza has also intensified. The Integrated Food Security Phase Classification, the leading authority on international food crises, has stated that the worst-case scenario of famine is currently unfolding in Gaza.

The proposed suspension, a move unprecedented in the Horizon Europe program, is based on the assessment that the humanitarian crisis in Gaza provides legal justification. The suspension would specifically block Israel's participation in the European Innovation Council, a key program within Horizon focused on breakthrough technologies. Israel has been particularly successful in securing funding from this program.

At a meeting of EU ambassadors in Brussels, over 20 EU countries expressed serious concerns about the conditions in Gaza while discussing the proposed suspension. While some supported immediate action, others expressed concerns that suspending Israel might hinder dialogue. Members agreed to expedite the examination of technical details before further review.

The Commission's proposal highlighted severe water insecurity, rising malnutrition rates, medicine shortages, and the risk of famine for nearly the entire Gaza population. Food security experts noted that humanitarian aid is largely insufficient, citing Israel's restrictions on aid deliveries and security challenges for aid organizations.

Israel has rejected responsibility for food shortages, pointing to UN distribution issues and interference by the Palestinian Hamas organization. Israel's Foreign Ministry condemned the proposal as mistaken, regrettable, and unjustified, arguing it strengthens Hamas and undermines ceasefire prospects.

The Hamas-run health ministry in Gaza reports over 60,000 deaths due to Israel's actions since October 2023, including thousands of children and women. The ministry reported numerous deaths in a single 24-hour period, including deaths during aid distribution. Hospital officials and eyewitnesses reported deaths of women and children in attacks on residential buildings. The Israeli campaign began following the Hamas-orchestrated assault on Israel in October 2023.
