Canada to Recognize Palestinian State, Citing Humanitarian Crisis and Commitment to Peace

Prime Minister Mark Carney announced Canada's intention to recognize a Palestinian state at the United Nations General Assembly in September. This decision marks a significant shift in Canadian foreign policy, which, like many of its allies, had previously withheld such recognition. The announcement follows similar moves by France and Britain.

Mr. Carney stated that the decision is based on the Palestinian Authority's commitment to reforms, including a promise by President Mahmoud Abbas to hold general elections in 2026, excluding Hamas, and to demilitarize the Palestinian state. He also referenced the dire humanitarian situation in Gaza, positioning Canada as a defender of human rights.

Mr. Carney condemned the Israeli government's handling of the situation in Gaza, citing the intolerable level of human suffering and the deaths of tens of thousands of Palestinians. He emphasized Canada's commitment to a two-state solution, stating that the current approach is no longer viable due to the deteriorating conditions.

The Prime Minister stated that Hamas must release all hostages and human remains. He also affirmed Canada's support for democratic governance in Palestine and reiterated that Hamas must disarm and not participate in the future governance of a Palestinian state. He emphasized that a lasting peace for Israel requires a viable and stable Palestinian state that recognizes Israel's right to security and peace.

Mr. Carney highlighted the importance of international cooperation in securing lasting peace in the Middle East and mentioned discussions with allies, including French President Emmanuel Macron, British Prime Minister Keir Starmer, European Commission President Ursula von der Leyen, and Canada’s Ambassador to the United Nations Bob Rae. He acknowledged Mr. Macron's efforts to advance a two-state solution.

The Prime Minister noted the erosion of the two-state solution due to factors such as the accelerated construction of settlements in the West Bank and the displacement of most Gazans. He expressed hope that Canada, with its partners, can help reverse this course and make the two-state solution viable.
