Mr. Cheok specifically mentioned Singapore's backing of the Arab Reconstruction Plan, proposed by Egypt, which outlines a vision for rebuilding Gaza. This plan envisions the replacement of Hamas with interim governing bodies, overseen by a coalition of Arab, Muslim, and Western nations. The Egyptian proposal stands in contrast to alternative proposals, including those that have been put forward by the United States.
This marks the first instance of Singapore publicly endorsing the Egyptian plan within a global forum. Previously, Singapore's Minister for Foreign Affairs, Dr. Vivian Balakrishnan, had indicated the country's willingness to recognize Palestine as a sovereign state, provided it met certain criteria, including an effective government that renounces terrorism and acknowledges Israel's right to exist.
