On July 22, a Japanese utility company, Kansai Electric, indicated that it is poised to commence the first phase of constructing a new nuclear reactor in Japan, marking a significant shift since the Fukushima nuclear disaster over a decade ago. Following the catastrophic events of 2011, which led to a nationwide shutdown of nuclear plants due to safety concerns, public opinion has gradually shifted, with many surveys showing reduced apprehension towards nuclear energy, while the government maintains its stance on nuclear power as crucial for meeting Japan’s energy needs and carbon neutrality goals by 2050.
During a press conference, Kansai Electric's president, Nozomu Mori, revealed plans for a geological survey to assess the feasibility of building a new reactor, a project previously put on hold due to the 2011 crisis. He emphasized the scarcity of natural resources in Japan, asserting the necessity of nuclear power in the country’s energy future, while noting that the timeline for the construction's commencement remains uncertain.
In the aftermath of the Fukushima incident, Kansai Electric had to halt a geological survey essential for their reactor replacement initiative. Since then, the operator decommissioned two of the Mihama plant’s reactors after decades of service, while the third reactor continues to operate. Reports suggest that the construction of the new reactor could require an investment of approximately 1 trillion yen (around US$6.8 billion) and may take up to 20 years to become fully operational. Major businesses are also championing the use of nuclear energy, recognizing the increasing electricity demand for upcoming technologies such as artificial intelligence and data centers.
