Chief Vernon Watchmaker opposed the bill, calling it a form of colonization. Chief Derek Nepinak expressed cautious optimism. Regional Chief Terry Teegee emphasized the importance of the Prime Minister's commitments and whether he would uphold the free, prior, and informed consent provisions of the UN Declaration on the Rights of Indigenous Peoples.
The meeting was not the formal consultation required under the bill. Many chiefs reported last-minute organization and uncertainty about engagement. Mr. Carney highlighted the economic value of the projects and the importance of collaboration. Kahnawà:ke Grand Chief Cody Diabo left early, deeming the meeting inadequate.
Mr. Carney stated the goal was to build significant projects with shared leadership from Indigenous Peoples. Future protests were not ruled out. Chief Joey Pete emphasized the importance of honoring treaties.
Next steps include establishing a major projects office. Nine Ontario First Nations filed a lawsuit against Bill C-5. Mr. Carney will hold similar meetings with Inuit and Métis leadership. Funding will be available for Indigenous participation in C-5 implementation.
