The memorandum attributed this inefficiency to "unproductive and unnecessary programs."
The memorandum further instructed agency heads to submit initial layoff plans to the Office of Management and Budget and the U.S. Office of Personnel Management within two weeks. This Supreme Court decision represents a significant win for the Trump administration, enabling the government to begin overhauling 21 federal agencies and departments.
