Speaking at the 22nd Shangri-La Dialogue in Singapore, he noted that various external forces have sent military aircraft and naval vessels thousands of miles into the region for "freedom of navigation" missions, provoking China's sovereignty and maritime claims.
Zhang pointed out that the deployment of mid-range missiles by major powers in the Philippines significantly endangers regional peace and violates the rights of local nations, including China. He firmly condemned these provocations and announced that China would implement countermeasures when deemed necessary, asserting that history shows those who align themselves as pawns to larger powers often find themselves discarded. The delegate cautioned that such provocations would lead to negative repercussions for those involved.
