China leads globally with 102 nuclear power units, totaling 113 million kilowatts, according to the China Nuclear Energy Development Report 2025. Construction capacity has topped the world for 18 years. In 2024, nuclear power generated 444.7 billion kilowatt-hours, 4.72% of the national total, ranking second globally. China expects to be first in operational capacity before 2030.
By 2024, China localized all key nuclear equipment and controls. Domestic equipment delivery doubled in 2024. The Guohe One project is operational, and Linglong One is expected by 2026.
The report suggests balanced development, including using existing sites. International cooperation is expanding, including with the IAEA and through opening research facilities.
The CNEA organized the summit where the report was released. The National Nuclear Safety Administration noted a peak construction period. Global revival is driven by climate change, energy security, and data center demand. Safety is a priority. A draft law on atomic energy will be reviewed at the NPC session.
