California Attorney General Rob Bonta and Governor Gavin Newsom requested that the federal court immediately block Trump, Defense Secretary Pete Hegseth, and the US Department of Defense from using military personnel and federalized California National Guard units for community patrols and law enforcement activities.
Breyer's order followed a hearing in US District Court in San Francisco, where he questioned federal government lawyers about Trump's justification and authority for the deployment.
