Gary LaRowe, who recently intervened in a pet-store robbery in Ottawa, shared that he believes most people in a similar situation would have used their phones to record the event. Instead, he used a dog leash to restrain the suspect at the Pet Valu store where his partner works. He held the man until the Ottawa Police Service arrived, a wait of about two and a half hours.
Mr. LaRowe recounted that the first officer on the scene asked for his assistance. The officer requested help to stand the suspect up, remove the bindings, and apply handcuffs. The officer was impressed, stating that it was unusual to arrive at a scene where the situation was already under control.
However, the Ottawa police have been more reserved in their official response, raising questions about citizen's arrests. While they appreciate public vigilance, they do not encourage citizens to attempt arrests. The police stated that if a crime is witnessed, the public should call them immediately. The delay in their arrival was attributed to a high volume of calls.
A 45-year-old man has been charged with multiple counts of robbery, disguise with intent, and possession of a weapon. Police investigations revealed the suspect's involvement in several robberies in the area. The Ottawa Board of Trade declined to comment on the specific incident but acknowledged that retail theft is a growing concern for members, leading to financial losses and increased security costs.
The situation is also making it harder to attract and retain employees, as some feel unsafe in certain environments. Mr. LaRowe mentioned that the Pet Valu store had been targeted before, and surveillance photos of the suspect were already available.
On the day of the incident, Mr. LaRowe and his partner noticed the suspect entering the store. They returned, and Mr. LaRowe intervened when he saw the suspect interacting with the cashier. He restrained the suspect and held him until the police arrived. During the wait, the suspect offered various excuses.
Mr. LaRowe, originally from Ohio and now living in Canada, stated he wouldn't attempt such an action in the United States due to the higher likelihood of someone being armed. He emphasized that his actions were motivated by the safety of his partner, who works at the store, and the repeated threats the suspect had made.
Rebecca Bromwich, a lawyer and professor, explained that Section 494 of the Criminal Code allows for citizen's arrests under specific circumstances. However, she cautioned the public to be careful, as they could face charges or civil liability. She emphasized the risks involved and preferred that police handle arrests.
Pet Valu expressed gratitude for the safe outcome.
