Abu Dhabi Department of Energy Delegation Explores Petroleum Product Regulation in Singapore

A delegation from the Abu Dhabi Department of Energy (DoE), led by Dr. Saif Saeed Al Qubaisi, recently visited the Republic of Singapore. The purpose of the visit was to examine global best practices in the regulation of petroleum product trading, operational management, and inspection processes. The delegation also sought to identify opportunities for collaboration with Singaporean regulatory bodies, technical institutions, and specialized companies.

Dr. Saif Saeed Al Qubaisi emphasized the DoE's dedication to improving efficiency and sustainability in Abu Dhabi's energy sector by utilizing international expertise. He highlighted Singapore as a model for regulatory oversight and technological innovation, stating the visit aimed to broaden technical and regulatory cooperation to support the Emirate's goals for a more secure, efficient, and resilient energy system.

Ahmed Alsheebani, Executive Director of the Petroleum Products Regulatory Affairs Sector, noted the DoE's efforts to support Abu Dhabi's strategy of creating integrated infrastructure, adaptable procedures, and efficient oversight for petroleum products trading. This aligns with sustainable economic development and reinforces the Emirate's position as a global energy hub.

During the visit, the delegation gained insights into the regulatory, technical, and operational policies and practices related to the buying, selling, transporting, storing, distributing, and importing of Natural Gas, LPG, and petroleum products. The program included field visits to various companies operating within these sectors.

The delegation held meetings with several government entities and leading institutions, including the Energy Market Authority (EMA), Singapore Civil Defence Force (SCDF), Singapore Customs, and the Crisis Management and Control Center. They also met with companies such as Singapore Petroleum Company (SPC), Senoko Energy, and Vopak. These engagements aimed to strengthen regulatory cooperation, facilitate knowledge exchange, promote safety and sustainability practices, and encourage compliance with global standards.

The outcomes of the visit are expected to contribute to the development of more integrated and proactive regulatory policies. This will enhance the effectiveness of the Emirate's energy system while keeping pace with global trends in energy security, the transition to carbon neutrality, and system automation. This will further solidify Abu Dhabi's leadership in adopting international best practices in the energy sector.
