Taiwan intends to enlist its diplomatic allies and friendly nations to address China's unilateral establishment of the W121 flight path during the upcoming International Civil Aviation Organization (ICAO) assembly in September. This move comes amidst escalating tensions in the region.
China's recent announcement of the W121 route, connecting Dongshan in Zhejiang Province to the M503 flight path in the Taiwan Strait, has drawn strong criticism from Taiwan. The Mainland Affairs Council (MAC) immediately condemned the action as provocative, warning of its potential to compromise aviation safety and regional stability.
Taiwan's Civil Aviation Administration also expressed its disapproval, labeling the decision as regrettable. The agency pledged to closely monitor the situation to ensure flight safety, emphasizing that China's failure to consult with Taiwan on such a significant adjustment violates ICAO standards. These standards require prior consultation with all affected parties.
This is not the first instance of China acting unilaterally in this manner. Previous route launches, such as W122 and W123, were introduced alongside the eastward shift of the M503 flight path earlier in 2024. Several countries, including the United States, Canada, Japan, Sweden, and the Netherlands, have previously voiced concerns over similar actions by Beijing.
Taiwan plans to utilize the upcoming 42nd ICAO Assembly in Montreal to challenge China's actions and advocate for greater inclusion in international aviation forums.
Despite previous protests, routes like W122 and W123 remain operational, highlighting the limitations of diplomatic pressure in compelling China to adhere to ICAO norms.
Taiwan, which has been excluded from ICAO assemblies since 2013 due to pressure from Beijing, continues to call for its inclusion. The government maintains that its participation is crucial for safeguarding global aviation safety.
Taiwanese authorities emphasize that their exclusion from ICAO not only marginalizes Taiwan but also undermines global aviation safety by excluding a key player from essential coordination efforts.
As China continues to disregard established norms, Taiwan warns that unchecked unilateral actions could exacerbate regional instability. Taiwan reaffirms its commitment to collaborating with international partners to uphold safety, transparency, and a rule-based order in the skies.

Bringing international attention to this issue will only backfire on Taiwan. They need to back down.

Taiwan is overreacting. The W121 path was likely created with safety in mind, not as a provocateur.

Taiwan has every right to defend its airspace and voice concerns over these unilateral actions by China!
