Immigration arrest rates have significantly increased nationwide during the second Trump term. Virginia, however, has experienced an exceptionally sharp rise in these arrests.
Since 2024, arrests by Immigration and Customs Enforcement (ICE) agents in Virginia have surged by over 350 percent. This increase surpasses the growth observed in both Democratic-leaning states, such as California and New York, and Republican-controlled states, including Florida and Texas. In the initial five months of 2025, ICE arrested nearly 3,000 individuals in Virginia, a figure comparable to that of New York, a state with a much larger population.
The reasons behind Virginia's prominence in immigration enforcement remain somewhat unclear. The state's political landscape is generally considered moderate.
Virginia's immigrant population has grown substantially in recent decades, now exceeding one million individuals, with the majority being citizens or legal residents. However, compared to neighboring Maryland, where arrest increases have been less pronounced, Virginia has a smaller percentage of foreign-born residents within its overall population.
