Former Presidents George W. Bush and Barack Obama recently sent farewell messages to the staff of the U.S. Agency for International Development (USAID). These messages, along with one from Bono, the lead singer of U2, have been interpreted as reinforcing the idea of a "uniparty" culture in Washington, where bipartisan support transcends political divides.

The messages were delivered via video conference to thousands of USAID employees. This event occurred on the last day for foreign assistance programming by USAID, as Secretary of State Marco Rubio announced the agency's operations would be integrated into the State Department. The event highlighted the shared values and goals of individuals from different political backgrounds.

The messages were seen as a display of bipartisan support for an agency that has faced criticism for mission creep and a perceived left-leaning bias. Max Primorac, a former USAID chief operating officer, noted that the agency had been funding only one side of the political spectrum.

In his message, Bush praised the work of USAID, highlighting the agency's role in demonstrating America's compassion. He specifically mentioned the President’s Emergency Plan for AIDS Relief (PEPFAR), a program he initiated. Bush's comments seemed to subtly criticize the current administration's focus on prioritizing American interests in foreign aid allocation.

Obama also expressed his support for USAID, emphasizing the negative impact of ending the agency's programs on vulnerable populations and the United States. Bono echoed these sentiments, expressing his support for the agency's work. Bono's remarks included an attempt to create a song about the situation.

The State Department has indicated that a reformed version of PEPFAR will continue to receive federal support.
