The judge's decision stemmed from concerns that the mass firings and organizational alterations were likely unlawful.
Judge Melissa R. DuBose, presiding in the U.S. District Court for the District of Rhode Island, provided an opinion alongside the order. She stated that Health Secretary Robert F. Kennedy Jr.'s actions, which involved eliminating entire programs and reshaping the agency's focus and operations, surpassed his legal authority.
The judge's opinion emphasized that the executive branch lacks the power to mandate, organize, or execute comprehensive changes to the structure and functions of agencies established by Congress.
The lawsuit was initiated by a coalition of 19 states led by Democrats, along with the District of Columbia. The suit, spearheaded by New York Attorney General Letitia James, aimed to halt Mr. Kennedy's plan to reduce the federal health workforce by 10,000 employees, following layoffs that commenced in April. The lawsuit also contested the reorganization of the extensive department, which included reducing the number of federal divisions from 28 to 15.
