The Civil Aviation Administration of China (CAAC) has introduced a new regulation prohibiting the transport of power banks that do not have a valid 3C certification, those with ambiguous 3C labels, or those that are already subject to product recalls on domestic flights. This decision aims to enhance aviation safety in light of an increase in incidents this year where fires and smoke have originated from lithium battery products, including power banks on airplanes.
In the recent past, several major manufacturers of power banks have recalled some of their product batches due to identified risks concerning the safety of battery cells. Additionally, China's top market regulator, the State Administration for Market Regulation, has suspended or revoked 3C certifications for multiple power bank and battery manufacturers, highlighting potential concerns regarding quality and safety hazards associated with the portable chargers frequently carried by travelers. The CAAC has asserted that these issues pose significant challenges to the safe operation of civil aviation.
To address these growing risks, the CAAC plans to adopt stricter management practices in accordance with international safety standards. They have issued a notice urging airlines and aviation authorities to improve communication with passengers, enhance inspection protocols, and refine emergency response plans as part of compliance with the new regulations.
Furthermore, airlines are encouraged to raise awareness among travelers about the dangers of carrying substandard power banks and to promote adherence to the new safety measures. Airports are also instructed to amplify their safety messaging through announcements, digital displays, and other channels, especially in areas like security checkpoints and check-in counters, to inform and warn passengers about the updated regulations and associated risks.
