China has announced sanctions against U.S. individuals in response to recent U.S. sanctions targeting Chinese officials. The Chinese Foreign Ministry spokesperson, Guo Jiakun, stated that China would sanction U.S. congressional members, officials, and heads of NGOs who have acted egregiously on Hong Kong-related issues. This decision follows the U.S.'s imposition of sanctions on six officials from China's central government agencies in Hong Kong and the Hong Kong Special Administrative Region.
The Chinese government views the U.S. sanctions as a severe interference in China's internal affairs, including Hong Kong affairs, and a violation of international law. Guo condemned the U.S. actions, emphasizing that Hong Kong is a part of China and that the U.S. should not interfere in its affairs. China's response is in accordance with its Anti-Foreign Sanctions Law.
China's countermeasures are expected and have precedent. Lau Siu-kai, a consultant from the Chinese Association of Hong Kong and Macao Studies, noted that China's actions have a legal basis and send a clear message that China will not tolerate U.S. actions. Chu Kar-kin, a commentator and member of the Chinese Association of Hong Kong and Macao Studies, stated that the U.S. has abused sanctions as a political weapon.
