A former immigrant shelter director in Massachusetts is calling for an investigation into the state-run migrant shelter system. He is petitioning Attorney General Pam Bondi and the Department of Justice to look into what he describes as a "disturbing pattern" of criminal activity, sexual assaults, and financial abuse within the shelters.
Jon Fetherston, who previously directed an immigrant shelter in Marlborough, Massachusetts, initially raised concerns about widespread abuse after discovering a Haitian migrant, Ronald Joseph, had repeatedly raped and impregnated his 13-year-old daughter. Fetherston reported that Joseph became aggressive and threatening when he realized he was losing custody of his daughter. However, instead of immediate arrest, Fetherston was instructed to arrange Joseph's transportation to another shelter. Joseph was not arrested until months later.
Fetherston asserts that the case involving Joseph is not an isolated incident. He claims that rape, domestic violence, sex trafficking, drug dealing, and other crimes are common occurrences within the Massachusetts shelter system, with many incidents going unreported. He expressed that the entire experience has deeply affected him.
In a letter to Bondi, Fetherston stated that despite his efforts to raise awareness, there has been a "deliberate wall of silence," with no reforms or accountability. He is now requesting a comprehensive investigation into criminal activity, sexual violence, fraud, misuse of funds, the lack of cooperation with federal law enforcement, and retaliation against those who report abuse.
Fetherston places significant blame for the mismanagement and abuse on Massachusetts Democratic Governor Maura Healey. He believes that the Healey administration's policies have had a devastating impact on both shelter residents and surrounding communities. He witnessed traumatic incidents, including assaults, fraud, and mental health crises, with minimal state intervention.
Fetherston described overcrowded, poorly managed facilities with inadequate oversight, leading to compromised safety. He claims that local communities were not consulted, resulting in resentment and fear. He also alleges that he has faced retaliation for speaking out, including threats and attempts to discredit him. He believes that a culture of suppression has created a dangerous environment where truth is concealed and accountability is absent.
