Dominican Republic's Growing Ties with China Challenge U.S. Interests

The Trump administration has been focused on reducing the U.S. reliance on Chinese products by enhancing domestic manufacturing. However, a neighboring trading partner, the Dominican Republic, seems to be fostering closer ties with the Chinese Communist Party, which raises concerns within the United States.

In 2018, the Dominican Republic forged diplomatic relations with China and aligned itself with the Belt and Road Initiative during the presidency of Danilo Medina. This decision also included the cessation of recognition for Taiwan's independence. Under Medina’s administration, the Dominican government engaged in various agreements with China, including military support, educational collaboration, and infrastructure projects.

Despite Medina's approach, which led to Chinese representations in the Presidential Palace and a lack of visits to the U.S. during his tenure from 2012 to 2020, the political landscape shifted with Luis Abinader’s presidency starting in 2020. Abinader expressed a commitment to reinforcing ties with the United States while controlling Chinese investments, inviting only nonstrategic Chinese investments into the Dominican economy.

Nevertheless, China's influence in the Dominican Republic continues to expand slowly even under Abinader. In 2022, Dominican officials displayed a willingness to enhance practical cooperation with Chinese entities, reinforcing a strong bilateral relationship. Notably, in recent years, the Dominican Republic has engaged in military exercises with China and sent officials to forums aimed at strengthening ties with the Chinese government, highlighting its position as a significant trading partner in the Caribbean.

The U.S. State Department acknowledges the complexities of its relationship with the Dominican Republic. Former Florida congressman Connie Mack has urged stronger scrutiny of the current Dominican administration’s ties with China, pointing out that the Biden administration seemed to overlook the developments in this relationship. With the Dominican Republic’s strategic location and economic potential, ensuring transparent and secure cooperation with China is vital for U.S. interests in the region.
