Restoration of England's Tallest Water Tower to Become Major Tourist Attraction

The iconic Balkerne Water Tower, affectionately referred to as Jumbo, is gearing up for a significant transformation after standing unused for more than three decades. Towering at 40 meters, this Grade II-listed structure located in Colchester will receive a substantial investment of £9.5 million aimed at revitalizing it as a major tourist destination. Constructed in 1882, the tower is an architectural marvel built from over 1.25 million bricks and 142 tonnes of iron, once capable of storing over 1,100 tonnes of water to support the city's growing populace until its closure in 1984.

The initiative for restoring Jumbo is spearheaded by North Essex Heritage, which secured a 150-year lease of the site in 2021. The organization has diligently raised considerable funds for the refurbishment, including an £8 million contribution from the National Lottery Heritage Fund announced in January 2025, coupled with additional support from government grants and Historic England.

Colchester Council has indicated that the revitalization is not just about the tower itself, but also involves enhancing the surrounding area of Balkerne Gate to create a new public space. Referred to as a cherished landmark, plans for the revamped site include an immersive exhibition within the original water tank that will narrate its storied past alongside the engineering marvels it embodies. Moreover, guests will be treated to breathtaking 360-degree views of Colchester from the tower's summit. The venue will also be equipped to host various events, including weddings and live entertainment, accommodating up to 120 attendees. Upon completion, Jumbo is anticipated to stand alongside other notable historical attractions in the city, such as Colchester Castle and the Roman walls.

The National Lottery again? Where does all that money actually come from, anyway?

I'm not convinced this will attract enough tourists to justify the expense.

The money could be used for affordable housing, schools, or hospitals. This is just vanity.
