Could Regional Electricity Costs Vary Significantly?

Ed Miliband, the Energy Secretary, is considering a proposal to implement zonal pricing for electricity, which would result in different electricity costs across the UK. This system would divide the national power market into regional zones, with prices determined by local supply and demand. Scotland, with its significant wind power generation, is expected to benefit from lower prices, while the south of the country could face higher costs. Proponents argue that this could reduce overall household electricity bills by minimizing the need for grid upgrades.

Government officials have advised Mr. Miliband to proceed with these changes. He is expected to present his recommendation to the cabinet in the coming weeks, with a final decision anticipated by mid-2025. Energy Minister Michael Shanks confirmed that the government is reviewing electricity market arrangements, including the possibility of zonal pricing. Research from energy provider SSE suggests that households and businesses in England and Wales would likely bear the brunt of the price increases.

The proposed system has drawn criticism from various stakeholders. Scottish Power and SSE have expressed concerns about potential regional disparities in household bills and the potential to discourage investment in renewable energy. A poll revealed that a majority of respondents oppose the move. The Fairer Energy Future campaign, which includes renewable energy investors and trade bodies, has warned the Chancellor that the policy could be detrimental. Research indicates that zonal pricing could potentially increase consumer costs significantly. However, some energy suppliers, such as Octopus Energy, believe the system could lead to savings for consumers. Ovo Energy and Citizens Advice also support the scheme.
