Attendees of the Notting Hill Carnival may face severe safety risks, according to a recent report that emphasizes the threat of a crowd crush. The annual August Bank Holiday event attracts around two million people to the streets of west London, raising alarms from the Metropolitan Police, particularly following hazardous crowd conditions encountered last year. The London Assembly's police and crime committee compiled the report, which discusses public order policing during various events, including carnivals, amidst growing demands on the Metropolitan Police that are not being met with sufficient government funding.
Organized by Notting Hill Carnival Ltd, the event is responsible for its own stewarding and crowd safety measures. Assistant Commissioner Matt Twist from the Metropolitan Police stressed that the force's primary roles include preventing crime and maintaining public safety. He shared concerns regarding crowd density, stating it was the most alarming aspect of the carnival. During the previous year's celebrations, authorities recorded 100 spontaneous crowd incidents and frequently monitored nine challenging locations to manage crowd numbers effectively and safeguard lives. He recounted a moment when members of the public had to be lifted from scaffolding due to the dangerous crowd density.
The report also recounted tragic incidents from last year where two individuals were fatally harmed in violent altercations, leading to a call for improved crowd safety measures. Consequently, the London Assembly has suggested that Mayor Sir Sadiq Khan undertake a comprehensive assessment of crowd safety protocols and stewarding needs, with findings to be published well in advance of the 2026 Carnival. A representative for the Mayor noted the Carnival's significance in celebrating Caribbean culture while confirming that an independent review has already been initiated to enhance safety at the event.
A statement from Notting Hill Carnival Ltd confirmed their support for the independent safety review, which is currently under evaluation by their organizing partners. The Metropolitan Police acknowledged the challenges posed by the high number of events in London, emphasizing their commitment to ensuring a secure and enjoyable experience for Carnival attendees while considering the independent review's recommendations.
