Connecticut state legislators are seeking answers following the arrest of a local father, Todd Topicz, who claims he killed a bear in self-defense. The incident occurred in Bethlehem, Litchfield County, where Topicz alleges a black bear entered his garage, came close to his children, and was then chased up a tree by his dog.
Topicz stated he fired warning shots at the bear, inadvertently killing it. He believes his actions were justified, as the bear posed a threat to his family. However, the state's Department of Energy and Environmental Protection (DEEP) charged him with the illegal taking of a bear, a charge that requires him to complete a rehabilitation program.
State Senators Eric Berthel, Henri Martin, and Stephen Harding have expressed concern over the arrest, noting Topicz's confusion. They have requested DEEP to provide a public statement to clarify the situation and address public safety concerns. DEEP, however, has stated it cannot comment due to a court order sealing the records of the case.
The incident highlights the growing bear population in Connecticut, which has sparked debate over whether to allow a bear hunt to manage the numbers. Topicz, who moved to Connecticut from Florida, described the events of last August, when he was awakened by his wife's screams and found a bear in his garage near his children.
After the bear went outside and was chased up a tree by his dog, Topicz fired warning shots. The bear then ran off, and the next day, it was found dead. This led to his arrest on charges of negligent discharge of a firearm and breach of the peace, followed by the DEEP charge related to the bear's death.
