A high-ranking officer, Tom Simons, has been removed from his position in the Essex Police after engaging in inappropriate sexual behavior while on the job. The Independent Office for Police Conduct (IOPC) conducted an inquiry that revealed Simons did not disclose a personal relationship with a colleague and inappropriately touched another female staff member. The IOPC concluded that he had misused his authority for sexual reasons and ignored reminders to uphold professional boundaries.
Essex Police initiated a report to the IOPC in 2022 as multiple complaints against Simons emerged. Following his suspension, the IOPC searched his residence and examined his electronic devices. The case was referred to the Crown Prosecution Service in early 2024 to assess possible charges for alleged sexual offences, coercive control, and misconduct in public office. Ultimately, no criminal charges were brought against him.
However, a disciplinary hearing led by John Murphy, assistant chief constable of Bedfordshire Police, determined that Simons had committed severe misconduct and violated police standards. Although he has denied the accusations, the panel concluded that his actions warranted immediate dismissal without notice. Furthermore, he will be added to the barred list maintained by the College of Policing. Emily Barry, an IOPC director, commended the bravery of the women who reported Simons, acknowledging the pressures they faced from a senior officer. She emphasized that their contributions were instrumental in gathering the evidence needed for the misconduct hearing that culminated in his firing.
Ben-Julian Harrington, the chief constable of Essex Police, expressed strong disapproval of Simons' actions, asserting that such misconduct has no place within the police force. He reassured the community that the Essex Police encourages individuals to come forward with their concerns and that serious allegations will be thoroughly investigated, ensuring that offenders do not serve in the police. Harrington voiced particular disappointment over the involvement of a senior officer in such misconduct.
