The Finnish customs authority has announced an investigation concerning an incident in which sensitive documents related to nuclear power plant construction were intercepted, allegedly en route to Russia. Nearly 30 boxes of these documents were discovered earlier this week, prompting the Economic Crime Investigation Unit to focus on a significant quantity of archived materials that were attempted to be transported from a warehouse in Kymenlaakso to Russia. Preliminary investigations have revealed that some of the information contained within these documents is classified under sanctions imposed against Russia.
Authorities have identified the managing director of a construction company involved in the project as a suspect. Nonetheless, they have opted not to disclose further details at this stage. It has been clarified that any potential charges would only be filed against those implicated once the investigation has been fully completed. Finland operates two nuclear power plants, Loviisa and Olkiluoto, housing five reactors in total, but their owners confirmed they are not part of this investigation.
Additionally, there were plans for another nuclear facility at Hanhikivi, which was to include a reactor provided by the Russian energy firm Rosatom, but these plans were abandoned following the outbreak of the war in Ukraine in 2022. Finland shares a lengthy 833-mile border with Russia, which it closed in December 2023 after joining NATO, after accusing Moscow of utilizing hybrid tactics by sending over migrants. Recently, the Finnish government declared the border will remain closed until further notice; however, asylum applications will still be considered at air and maritime crossings. Finnish authorities regard instrumentalized migration as a potential method for Russia to exert pressure, which poses a possible threat to national security and social order within Finland and the broader EU.
