Harvey, who previously worked on the NSC during Trump's first term, was ousted in a previous reshuffle due to differing views with the then-National Security Adviser H.R. McMaster. He has a history of serving in significant roles, including advising prominent military leaders and working with congressional figures. Notably, during Trump's first impeachment trial, Harvey was publicly supportive of the president, which included his involvement in controversial phone communications related to foreign investigations into political rivals.
