It argues that this measure addresses vulnerabilities created by previous policies, preventing criminals and potential terrorists from exploiting the aviation system. The DHS emphasizes that the primary purpose is to prevent those in the country illegally from traveling within the U.S.
The DHS also noted that during the Biden administration, a significant number of "inadmissible aliens" were allowed into the country through programs like CBP One and the Cubans, Haitians, Nicaraguans, and Venezuelans parole program. The memo states that a large number of these individuals flew into American airports.
